Hi Paul!My first recommendation on the communications plan is to coordinate with the Stake Emergency Communications Specialist. If the Stake doesn't have one yet, meet with your High Councilman over Emergency Preparedness on the topic. The Stake will set the priorities and the goals. From there, you have to work out what works best. We're pretty active here with our plan. The Stake has set the priorities, but left implementation up to the Wards. We have wards who utilize Home Teaching routes. My Ward uses a Block Captain layout, half of the block captains report to the High Priest Group Leader, half report to the Elders Quorum President.  Each block captain averages between 3 and 5 families to contact. There are about 20 block captains.The key point for us here in Denver is that we're more than likely going to have limited mobility in the event of a real emergency (Most likely is a Blizzard). The Home Teaching Route method is not a good fit because the home teachers might not live anywhere near their families. The Block Captain method works better because you can break your Ward down into a grid that could be walked in the event that automobiles cannot be used for whatever reason.Another important point is to communicate your plan back to the Stake. They will undoubtedly have other Wards who need more help with coordination and planning. Another great point is to help get the Stake organized and work with the municipal authorities. Let them know your plan, how it works, who we have and their abilities. They will likely jump at the chance to utilize the Wards for status gathering and Health and Welfare checks. In a real emergency, they need to concentrate their efforts on the emergency. But they get tons of calls from people asking for someone to check on family members (shut-ins, disabled, etc.) and being able to call a nearby member to perform the check and report that back to the authorities is a huge benefit. AND we get to know our neighbors better! Best of luck on your plan!Rob

Paul, Bruce KD6DRU is the High Councilman assigned for our stake and serves as net control to our stake's net (Hanford, CA).  Your highcouncil guy can get a hold of him or you can if you are interested in how we are doing things.  You can probably also participate in our nets if you would like.  We have a couple guys from out of the stake that check in.  Since he is the priesthood assigned highcouncil guy, I would check with him.JasonKI6DKC
